States re-examine early and absentee vote laws

During the 2012 general election, 36 states offered some kind of early or no-excuse absentee voting, and it is estimated that over a quarter of voters nationwide cast their ballots ahead of Election Day. As states across the country reflect on the impact of these programs, a handful have proposed making changes to these laws heading into 2014.
